In your Q&A section, you've mentioned that if there is semen around the vagina, there is a possibility of a girl getting pregnant. I still fail to understand that how can somebody get pregnant even if the genitals touch provided the guy does not penetrate.

Sperm that gets anywhere onto or near the vagina can swim all the way to the ends of the fallopian tubes to produce pregnancy - so penetration is not necessary. Although getting pregnant this way is unlikely, it is not impossible.
