I am 10 almost 11 and I started breast development when I was 9 1/2. My mom started breast development when she was 14, so why could this be?

While parents and their biological children are going to have certain genetic similarities, they are not going to be genetically identical. A short woman could give birth to a daughter who grows up to be very tall. A woman with brown eyes could give birth to a daughter with blue eyes. And a woman whose breasts started to develop at 14 could give birth to a daughter who ends up developing at a younger age.

When it comes to puberty, pre-teens and teens will not develop at the exact same rate as all of their peers. And they will not necessarily develop at the exact same rate as their parents did either. This is perfectly normal and is nothing to be concerned about. Starting breast development at 9 ½ is also totally normal.
